It's time to register your short-term rental!

Now that registration is open, notifications will occur in a number of ways. Anyone who is currently listing a short term rental will be contacted directly via mail that the registration portal is open. Additionally, notices will be posted on this page, from the Town website (www.doververmont.com), the Economic Development website (www.discoverdover.com), the Deerfield Valley Housing website (www.deerfieldvalleyhousing.com), from our social pages, in the local paper, as well as notices sent to all of our associations and property managers. We absolutely promise that it will not be a secret that it is opening, nor will it be difficult to find on a number of our web and social resources.

How to prepare:
 
1. Know that all properties listed as short term rentals within the Town of Dover, VT will be required to register in the system when it is ready. In Vermont, a short term rental is considered any furnished dwelling that is rented for less than 30 days at a time, but more than 14 total days in a year. The cost to register each property will be $125 a year. This amount covers the cost of covering the property with the company who will be managing the process, Deckard Technologies. Deckard will compiling information on each listing (all public information available from your listing and your lister's card). We cannot stress enough, your information will not be sold or shared in any way. The other service that the company provides is a 24/7 hotline and online portal for complaints if there are continuing issues with our properties. Deckard will also be providing information on education on best practices and programs that will help you to avoid there being issues while you are renting your property.
 
2. Be sure that you are compliant with the rules and regulations set forth by the State of Vermont regarding fire safety. Per the State, any property sleeping up to eight people are required to complete the “Short Term Rental Safety, Health, and Financial Obligations” compliance self certification, found here: https://firesafety.vermont.gov/sites/firesafety/files/documents/Short%20Term%20Rental%20healthand%20safety.pdf
Once completed, this form would also be scanned and uploaded as part of your registration. 
 
For properties housing 9 or more people, in addition to the self certification completion and upload, an inspection from the State of Vermont Department of Fire Safety would also be required. If you have already had this done, you would upload your certification provided after your passed inspection. 
 
If you have not completed the inspection requirement, you will be contacting the department (https://firesafety.vermont.gov/?_gl=1*avjw3c*_ga*MTIwODA2NzU4NC4xNzMxNDIxNTU0*_ga_V9WQH77KLW*MTczMTQyMTU1NC4xLjEuMTczMTQyMTYxOS4wLjAuMA..) to schedule your inspection. We understand that there is a back-log on inspections, so if you are unable to complete your inspection at the time of registration, we will allow you to input the scheduled date of your inspection which would satify ther requirement to be registered to rent until that date, plus 30-days.

**Please note, we chose to follow the guidelines already put in place by the State, these are not requirements we are adding to anything that is already required. This part can be confusing, so please be sure to reach out with any questions!**
 
3. Know that an emergency contact list that is required to be displayed in a prominent location within the rental. This would include local emergency numbers (which will be provided by the Town as registrations open) as well as contacts for the property (yourself or property managers) for your guests. Any additional numbers you would deem important for the property can also be added to the list. This will be certified via photo upload as part of the registration process. 4. Know that contact information for at least one owner of the property will be required for the registration. With many of our homes being owned in trusts and LLC’s, it is important for us to have direct contact information for at least one individual who has an ownership stake in the property. This information will be provided during the registration process.
 
5. Know that an “Assigned Point of Contact” is required for each property being used as a short term rental. This can be a property owner, a property manager, or anyone you assign to be responsible for the property while it is being rented. The ordinance requires that someone be able to respond to an issue on the property within 1-hour,  24/7 while being rented. This does not require the APC to be on property within an hour, but someone must at least answer the phone to address any issues that may arise through the complaint hotline/portal and/or local emergency services. This information will be provided during the registration process. 
 
6. Know that bear proof trash and recycling storage is required for each rental property. This can be in a closed garage, barn shed, bear proof dumpster, bear proof locker, etc. This is will be certified via photo upload as part of the registration process.
